Sumario:The implementation of neoliberal models in Venezuela and Ecuador during the 80s and 90s and their consequences associated with exclusion, poverty, inequality, external debt, etc., produced a reconfiguration of social forces internally in both nations that led in electoral support for the policies and proposals of the Revolución Bolivariana and the Revolución Ciudadana, considered as anti-neoliberal ideological and counter-hegemonic projects. This research analyzes the approach of the Critical Theory of International Relations, the possibility that both political projects configure a new hegemonic structure in the Southern hemisphere understanding as ideas, notions of Revolución Bolivariana, Revolución Ciudadana Socialismo del Siglo XXI and Nueva Arquitectura Financiera; as material capabilities binational legal instruments results from the intensification of the relationship between the two countries as well as regional funding programs and projects such as the Sistema Unitario de Compensación Regional (SUCRE ), Banco del Sur y Banco del ALBA; and institutions, initiatives such ALBA, UNASUR and CELAC, emphasizing counter-hegemonic positions in the Summits of the Americas, UN, OAS and IACHR.
