Therefore, by analyzing the literature, the aim is to subtract the basic features of both cases considering the variations that appeared in the historical context. The preamble of the history of this sociopolitical phenomenon is the crisis of representation from political parties, migration, leaders, speech and political representations of each. The results of this investigation were the existence of a distinction between policies adapted by each president and how these were addressed and identified by the people. Esta investigación tiene como objetivo analizar la diferencias entre el populismo clásico y el neopopulismo basándose en la comparación del sistema de políticas públicas implementadas entre el segundo período del gobierno de José María Velasco Ibarra (1944-1947) y el gobierno de Abdalá Bucaram (1996). Por consiguiente, mediante un análisis de la bibliografía, se pretende sustraer las características básicas de ambos fenómenos considerando que estas varían de acuerdo al contexto histórico. En el preámbulo de la historia de este fenómeno sociopolítico en cuestión, se encuentra las crisis de representación desde los partidos políticos, la migración, los líderes, el discurso, y las representaciones políticas de cada uno de ellos.
