Sumario:This research aims to analyze the differences between classical populism and neo populism based on a comparison of the system of public policies implemented between the second period of the government of José María Velasco Ibarra (1944-1947) and the government of Abdala Bucaram (1996). Therefore, by analyzing the literature, the aim is to subtract the basic features of both cases considering the variations that appeared in the historical context. The preamble of the history of this sociopolitical phenomenon is the crisis of representation from political parties, migration, leaders, speech and political representations of each. The results of this investigation were the existence of a distinction between policies adapted by each president and how these were addressed and identified by the people.
